Washington does not treat these vehicles the way Idaho does, and the gap is wider than most people expect. Spokane runs a decal system through the city. Liberty Lake registers carts through its police department. Neither works like the Idaho rules a few miles east.

Washington Law Starts From a Different Place

In Idaho, a cart built to low speed vehicle standard can be titled, registered and driven on any road posted 35 mph or under. No local permission needed.

Washington does not work that way. Under RCW 46.08.175, a standard cart is only allowed on public roads inside a designated zone that a city or county has created by ordinance, on roads posted 25 mph or less, with signs marking where the zone starts and ends. Outside a zone, a standard cart has no legal access to any public road in the state.

There is a second route. A neighborhood electric vehicle, which tops out between 20 and 25 mph and meets federal safety standards, or a medium speed vehicle at 25 to 35 mph, can be titled, registered and insured through the Washington Department of Licensing and used on roads posted 35 mph or under. That path needs a manufacturer VIN, plates and a driver’s license.

So the first question is never which golf cart you want. It is which city you are in and which of those two routes applies to you.

Spokane Requires

What the City of Spokane Requires

Spokane adopted Chapter 16A.63 of its municipal code, Golf Cart and Alternative Vehicle Zones, under Ordinance C34932. It passed in November 2012 and took effect on 1 January 2013. The equipment rules are specific.

Required at all times, regardless of when you drive

Reflectors, seat belts and rear view mirrors. Not optional, not weather dependent, not only after dark.

Daylight operation

From half an hour before sunrise to half an hour after sunset, a golf cart must be equipped in line with chapter 46.37 RCW.

Past those hours

You may only keep driving if the cart carries headlamps, tail lamps and turn signals meeting the minimum requirements of chapter 46.37 RCW. Turn signals are the clause that catches people, because very few carts leave a factory with them.

Identification

The operator must carry a valid driver’s license or a government-issued ID card at all times and produce it to law enforcement on request.

The decal

The cart has to display an annual numbered decal issued by the city’s taxes and licenses division, positioned so it is not obscured. To apply, the owner signs a declaration that the golf cart is properly equipped and meets both the chapter and state law.

That declaration is worth pausing on. You are signing to say the cart complies. If it has no turn signals and you drive after dusk, you signed for something that is not true.

Zone boundaries are set by the city rather than by us, so check with Spokane before assuming a particular street is covered. Chapter 16A.63 also covers allowed operators, operating rules, sidewalks and parking, and penalties. Read the Spokane Municipal Code for the current text.

Lithium Conversions for a Washington Cart

Lithium is worth its own conversation here, because Washington’s rules change the argument for it.

A cart built to neighborhood electric vehicle or medium speed vehicle standard has to hold a speed band to keep its classification. Lead acid does not do that well. Voltage sags as the pack drains, so a cart that comfortably held its speed at full charge slows as the afternoon goes on. Lithium holds voltage far more steadily through the discharge, which matters more when the speed is part of what makes the vehicle legal rather than just pleasant.

Then there is weight. Meeting the Spokane equipment list adds hardware to a cart: belts, mirrors, lamps, signals, reflectors, sometimes a windshield. A lithium pack typically sheds enough weight to more than absorb that, so the cart does not end up slower and heavier than it started.

The rest is the usual case, sharper here than at the seasonal lake properties. The driving season runs long around Spokane, which means more charge cycles per year, and lithium tolerates frequent cycling far better than lead acid while needing almost no maintenance. Cold reduces available range on any chemistry, but a lithium pack with a proper management system handles a Spokane winter without the slow decline that kills lead acid over a few seasons.

A fair number of the carts around Spokane belong to somebody other than a single household.

The gated developments off Southgate run on private roads with an association setting the rules, and associations tend to own or oversee carts of their own. The clubs run fleets. Liberty Lake has its own mix of community and club vehicles. All of that is a different job from looking after one golf cart for one family.

Fleet work runs on a schedule rather than a phone call. Common wear parts held ready, a planned visit rather than a reactive one, and somebody who knows which cart belongs where. It also means one person to talk to about compliance across a whole group, which matters more in Washington than in Idaho, since every vehicle in the group carries the same decal and equipment obligations.

Collection and delivery are scheduled in advance, and gated entries or a long private drive are not a problem.
